A brand page admin in Singapore does not need a legal PDF in the first hour of an online-harm problem. They need an Online Safety Act brand page admin script: five moves they can say and do without thinking. Stop. Screenshot. Notify the ladder. Lock unofficial voices. Wait for the card.
This is the language companion to our Online Safety Act brand admin checklist. That checklist covers actor classes, notices, directions, and review windows. This piece gives admins the words.
Educational note: This is operator guidance for communications teams. It is not legal advice and not an official position of the Online Safety Commission, MinLaw, or MDDI. Whether your admins count as “administrators” in a live matter is a question for your counsel.

What changed for page admins on 29 June 2026?
The Online Safety Commission (OSC) began operations on 29 June 2026. It supports the Commissioner of Online Safety created by the Online Safety (Relief and Accountability) Act 2025 (OSRAA). People often call it the “Online Safety Act”. Only part of the Act took effect that day: specified statutory-tort provisions came in, and the first phase covers five harms. Those are online harassment, doxxing, online stalking, intimate image abuse, and image-based child abuse. The remaining eight categories will be implemented progressively. Three points matter for admins, all from the same MinLaw release:
- The Commissioner may issue directions to the person who posted, to the administrator of the group or page, or to the platform. Non-compliance with a direction is a criminal offence.
- Administrators must not set up or run online spaces in a way that facilitates online harm, and must take reasonable steps when properly notified.
- That duty to respond is triggered by an Online Harm Notice sent in the prescribed form and manner.
Victims report at osc.gov.sg. Your admins do not need to memorise any of this. They need to know that a notice is real, and that the first hour matters.

What is the first-hour script?
Five moves. Print them. Pin them in the admin group chat.
| Move | What the admin does | What they say or type |
|---|---|---|
| 1. Stop | No replies, no edits, no new posts on the affected page | “Pausing all posts and replies on this page. Do not engage.” |
| 2. Screenshot | Capture the URL, timestamp, and content into the private evidence folder. Never reshare it anywhere else | “Evidence saved to the folder. Not shared anywhere else.” |
| 3. Notify the ladder | Message the named Comms and Legal owners, in that order | “Possible online-harm notice on our page. Evidence in folder. Need instructions.” |
| 4. Lock unofficial voices | Remind staff, agency admins, and ambassadors not to comment | “Nobody comments on this, including from personal accounts.” |
| 5. Wait for the card | Use only the approved holding card when one arrives | “Waiting for the approved line. Nothing goes out before it.” |

One warning on step 2. Capturing evidence is not a reason to leave clearly harmful material up. If counsel or a direction says remove or restrict, do it fast. Speed and evidence are both part of the job.
Why do invented lines cause the second crisis?
Admins under pressure try to be helpful, so they improvise. Improvised lines restate the harm, promise outcomes, or sound defensive. An approved “card line” does none of that.
| Invented line (don’t) | Why it hurts | Card line (do) |
|---|---|---|
| “We’ve deleted the post about her.” | Points at the victim and may not match what counsel advised | “We are aware and acting on this with the right people.” |
| “This person is lying, ignore it.” | Takes a side on a live matter in public | “We don’t comment on individual cases on this page.” |
| “Police are involved lah, don’t worry.” | Unverified, and it makes a promise | “We will share updates here if we need to.” |
| “Admin error, sorry guys!” | Casual tone for a serious harm | “Thank you for flagging this. We are reviewing it now.” |
| “DM us the screenshots.” | Invites people to spread harmful material | “Please don’t share the content. Report it through the platform.” |
What is the difference between a holding line and a community-management reply?
A community-management reply is for normal days. It is warm, quick, and written by the admin. “Thanks for the feedback, we’ll pass it to the team!”
A holding line is for live notices and harms. It is fixed, pre-approved, and the same everywhere. The admin does not rewrite it or add emojis.
The failure is mixing them. An admin who answers a harassment report with community-management cheer looks careless. An admin who answers a delivery complaint with a legal holding line looks robotic. Train admins to spot which day it is before they type.
What is the third register between ministry letter and banter?
Most Singapore brand pages speak one of two ways. Ministry-letter English: “Your feedback has been duly noted and will be referred to the relevant department.” Or banter: “Wah, thanks for flagging, we’re on it!”
Neither works during an online-harm notice. You need a third register: calm, short, human, and closed.
- Calm: no exclamation marks, no jokes.
- Short: one or two sentences.
- Human: “we”, not “the management”.
- Closed: no questions back, no invitation to debate.
Example: “Thank you for raising this. We are reviewing it with the right people and will not discuss details here.” Your mum, your counsel, and your community would all accept that sentence.
What should vendor-admin contracts say?
Many brand pages are run by an agency or freelancer. MinLaw’s release describes administrators as persons who administer online groups, pages, forums, or other online spaces. If a vendor holds your admin rights, the contract should cover the first hour, not just the posting calendar.
Ask your counsel to consider clauses that:
- Name who receives any online-harm notice or platform message, and escalate it within one hour.
- Forbid deleting content without instruction, except where counsel or a direction requires it.
- Require evidence capture into your folder, not the vendor’s personal devices.
- Ban personal commentary about live matters from vendor staff accounts.
- Require admin access to be handed back or revoked within a set time on request.
This is a note for your lawyers, not a template. Counsel should draft the words.

Monday field kit
- List every admin on every Singapore-facing page, including agency and freelance logins.
- Print the five-move script and pin it in the admin chat.
- Pre-clear two card lines with counsel: one for public comments, one for DMs.
- Run a 20-minute drill with a made-up harassment thread. Time how long step 3 takes.
- Send your vendor contract to counsel with the five points above.
FAQs
Are brand page admins covered by Singapore’s online safety law?
MinLaw describes administrators as persons who administer online groups, pages, forums, or other online spaces. Whether your specific roster counts in a live matter is a counsel question. Treat admin status as high-risk until counsel says otherwise.
What should a page admin say publicly in the first hour?
As little as possible, and only an approved card line. Stop posting, save evidence privately, notify Comms and Legal, and keep staff quiet until the card arrives.
Can the admin delete a harmful post straight away?
Capture the evidence quickly and privately, then act on counsel’s instruction or a direction without delay. Do not leave clearly harmful material up while you debate wording, and do not delete it before evidence is saved.
Is the Online Safety Act the same as POFMA?
No. OSRAA deals with specified online harms to victims. POFMA deals with online falsehoods where a direction is in the public interest. Keep separate playbooks.
